What You Can Do!
The only way the City is going to do anything about the rat problem in HRM is if they know its citizens are tired of living in a rat infested City so LET THEM KNOW AND KEEP LETTING THEM KNOW UNTIL THEY ACT!
CALL 311 and keep going through the menu until you get to speak to someone in person and let them know you want something done. They will tell you that the sewers are controlled by Halifax Water but the City CAN put pressure on Halifax Water to do something or take back control of the sewers if needed. Be polite as the person on the other end has no "power" to do anything, but from what I've read from other Cities, they use the 311 data to see what is really concerning citizens.
EMAIL YOUR COUNCILLOR AND THE MAYOR REGULARLY
Getting out information on Facebook etc. might be helpful to let the public know what it happening BUT again the City needs to know something HAS to be done.

They are in control of the sewers and the ones that stopped baiting them. They will say that it is a public health issue but other Cities throughout the world bait the sewers. Some studies state that it is actually better for the environment to bait the sewers then above ground. Yes, it needs to be done carefully but it can and should be done!
